Japanese Ad for Google Chrome

Why does this Japanese ad keep appearing to me despite my language setting English? These ads are supposed to be optimized to their full potential as YouTube is your own platform. Also, you might have multiple versions of the ads in any language. Why can’t they get the correct language targeting configuration? Why?

Also, the ads for YouTube Premium are guilty of the same reason.
