Continuing Follow-ups to the fake MS tech support scam report

I keep reporting the fake tech support scam ads on YouTube, following the previous ones. This is my comment at “Report an ad or shopping listing” in “My Ad Centre”:
This is one of the hundreds of the fake Microsoft tech support scam ads run by the same French guy who I call Merovingian. He was once everywhere in my YouTube feed with each different name painted on his signboards but still looked the same with only a few variations of the thumbnails, which were supposed to be the immediately recognizable, prominent visible features of the people on Google Ads. He was not even trying to impersonate someone else, telling me “It’s me, Merovingian” even before clicking on it. Why does Google still allow Merovingian to keep them running, probably in the same Campaign?

But here are bigger issues that I think Google is failing to resolve. As those ad takedown progressed, he started coming over with his brand-new outfits, but they are still pretty much recognizable Merovingian to me. At a glance I can still sense their common characteristics—the uniquely featureless title text with no business name nor product name, attached with the strikingly bland AI-generated image for the thumbnail.
I suspect you still allow him to create a new campaign in the same account or to sign up for another Google Ads account. These are obviously a legally punishable crime probably in any country. My YouTube feeds are still overrun by Merovingian, I’ve got maximumly 6 Merovingians in one YouTube page.
